One of the main barriers to achieving effective health care service delivery in Nigeria is inadequate financing. Health care financing refers to how financial resources are generated, allocated, and used within the health care system.
Globally, over 100 million people are pushed into poverty every year because they have to pay directly for their health care. In Nigeria, health care is financed through tax revenues, out-of-pocket payments (user fees), health insurance (social, community-based, and private health care financing), donor funding, and exemptions/deferrals/subsidies. The majority—69%—of health care financing in Nigeria comes from out-of-pocket payments made directly by patients to health care providers.
The federal government contributes 12% of health care funding. The rest is provided by state governments (8%), local government areas (4%), and development/donor partners (3%)1. Overall, Nigeria allocates between 3.5% and 6.24% of its total budget to health care financing.
These funding levels have had minimal impact due to widespread inefficiencies in the health system, limited institutional capacity, corruption, an unstable and shrinking economy, and a lack of political will. As a result, over 200 million people remain in dire need of accessible and affordable medical interventions.
